Statistical Studies of Non-price Competition in the Structure of Public Procurement in the Russian Federation
The principle of securing competition is one of the basic principles of the contract system in public procurement in the Russian Federation. The law on the contract system in procurement stipulates that the contract system in procurement is aimed at creating equal conditions to ensure competition between the parties to procurement. An important aspect is that the competition for procurement should be based on compliance with the principle of fair price and non-price competition. The purpose of this provision is to identify the best conditions for supplying goods, performing works and providing services. The analysis of the state of non-price competition in the procurement structure requires statistical studies of the phenomenon. The article considers the theoretical basis of non-price competition; it presents an analysis of methods of statistical study of non-price competition.
